the e-Conference. It seems he had posted this message on the evening of

I had served on BIS committees as a member of BIS for quite a long time.
This is one insider view.
The set-up of BIS has not modernised and is not capable of producing new or
revised codes in a reasonabe time frame. Also, the committee membership is
drawn mainly from those near Delhi or to those organisations like CSIR whose
members are paid travel charges by BIS. Members from most educational
institutions are not paid travel charges Taking the case of IS:1893, Dept.
of Earthquake Engineering had interest that earthquake codes should be
brought out and hence subsided the charges and wrote the first draft in the
formulation of codes from 1960 upto 1984. Later on other institutions,
notably IIT-K joined in. Initially, the spacing was reasonable - 1962, 1966,
1970, 1975 and 1984.
I feel the enormous delay from 1984 to 2002 was due to problems of
agreement in making Seismic Zoning Map. Even now, the zoning map is faulty

forthcoming with first draft of their own and only now have started
commenting on the drafts sent for wide circulation.
Quick response is possible ONLY and ONLY IF BIS activities on code become
web based. The old style is doomed for failure.
Do we have an alternative to BIS ? ACI brings out a code. Structural
Engineering of Association of California
brought out a code. Why not SEFI bring out a code [explanatory handbook,
recommendations for modelling, etc]. Then BIS could adopt it formally with
modifications. To start with such attempt could cover short topics - for
example "curing" on which a lot of opinion was generated recently. These
will be in the form of SEFI monographs.
