If the longitudnal reinforcement yields in flexure the deflections increase predominantly and the sufficient warning to failure is initiated.
But let us say in a beam a shear failure is to occur and the shear reinforcement starts yielding how will the warning signals be initiated??

My dear SEFIAN,

A shear failure occurs without warning !
Whereas for flexural failures, there is enough warning beforehand
by appearance of deflections and minor cracks which
progressively become wider.
That is why it is most dangerous to the lives of people
occupying the building.

Hello Raj
shear failure is brittle failure & flexural failure is ductile
failure.
So that is the reason we want our structures to fail in ductile mode rather
than in brittle mode.
This is the philosophy behind earthquake resistance design of structures.
Hence the structures are designed such that brittle failure does not occur
before ductile failure.
