I think for a 16 storeyed Building a wall thickness of 200 mm will be quiet less keeping in view the extent of vertical load and slenderness moments thereof. However for seismic , it depends on orientation of walls and can act as shear walls for EQ acting along length. A thickness of 250 mm (prefferable 300mm) is desirable from consideration of slenderness/ reinforcement placement
