Comments for the attention of the Commissioner MCD on the provisions of the draft building bye laws 2005
It is brought to the attention of the MCD that the subject of enrolment pertaining Engineers in India is undertaken by the Institution of Engineers India according to the provisions of the Charter of the Institution of Engineers India 1935 which has been in force in India since then & never abrogated or repealed by India parliament.
Should one recall back to the existing bye law criteria 1983, qualification of personnel
A reference to the corporate membership of the Institution of Engineers India shall be found included on that. I do not understand the reason on what basis that has been condoned by the committee. That charter is an Engineering Law of the Land & should be regarded in the similar manner as all other national laws.
All local bodies in India are well aware of the existence of that existing law of the nation according to the definition per Existing Laws at the time of the approval & enactment of the Constitution of India.
In case the MCD authorities require a copy of the charter, that shall be provided by the Institution of Engineers India officially.

Schedule 3: Minimum Qualification and Experience Requirements for Being Considered for Listing with the Corporation as Persons on Record
(Refer Building Byelaw No. 4.3.2 and 9.12)

The procedure for listing persons with Corporation is given in Building Byelaw No. 4.3. The listing shall be valid for one calendar year after which it shall be renewed annually. The following are the minimum qualifications and experience requirements for all persons to be considered for listing with Corporation as Persons on Record, in order to determine their competence to fulfill their responsibilities as specified in Building Byelaw 4.4.

1.Advocate on Record (AdOR)
Minimum qualifications and experience requirements for advocates, for being considered for listing with the Corporation, as Advocates on Record shall be as follows:
1.主张必须持有有效的登记智慧h the Bar Council of Delhi, issued as per the provisions of the Advocates Act, 1961, and
2.The Advocate must have a minimum of two years of experience in a law practice, after having held a valid registration with the Bar Council of Delhi.

2.Architect on Record (AOR)
Minimum qualifications and experience requirements for architects, for being considered for listing with the Corporation, as Architects on Record shall be as follows:
1.The Architect must hold a valid registration with the Council of Architecture, India, issued as per the provisions of the Architects Act, 1972, and
2.The Architect must have a minimum of two years of experience in a practice of architecture, after having held a valid registration with the Council of Architecture, India.

3. Architect on Record Competent to Prepare an Accessibility Report
Minimum qualifications and experience requirements for architects, for being considered for listing with the Corporation, as an Architect on Record competent to prepare an Accessibility Report shall be as follows:
1.The Architect must be listed as an Architect on Record with the Corporation, and
2.The AOR must be certified as competent to prepare an Accessibility Report by the Office of the Chief Commissioner for Persons With Disabilities, Government of India.

4. Structural Engineer on Record (SEOR)
Structural Engineer on Record Grade 1 (SEOR - 1)
Minimum qualifications and experience requirements for structural engineers, for being considered for listing with the Corporation as Structural Engineer on Record Grade 1 (qualified for undertaking Third-Party Verification of Structural Design for building listed in Schedule 23) shall be as follows:
1.A Bachelors Degree in Civil Engineering, or, a Masters Degree in Civil Engineering, or, a qualification recognized to be their equivalent by the All India Council for Technical Education, and
2.10 years of experience of preparing structural designs, detailed drawings and specifications of multi-storied buildings and special buildings for a person holding a Bachelors Degree or its equivalent, and, 7 years of experience of preparing structural designs, detailed drawings and specifications of multi-storied buildings and special buildings for a person holding a Masters Degree or its equivalent.

Structural Engineer on Record Grade 2 (SEOR - 2)
Minimum qualifications and experience requirements for Structural Engineers, for being considered for listing with the Corporation as Structural Engineer on Record Grade 2 qualified for designing the structural design of a building shall be as follows:
1.A Bachelors Degree in Civil Engineering, or, a Masters Degree in Civil Engineering, or, a qualification recognized to be their equivalent by the All India Council for Technical Education, and

5. Construction Engineer on Record (CEOR)
Minimum qualifications and experience requirements for construction engineers, for being considered for listing with the Corporation as Construction Engineers on Record qualified for certifying the construction of buildings shall be as follows:
1.A Bachelors Degree in Construction Technology, or, a Diploma in Civil Engineering or a Diploma in Construction Technology, or, a qualification recognized to be their equivalent by the All India Council for Technical Education, and
2.5 years of experience of supervising construction for a person holding a Bachelors Degree or its equivalent, and, 7 years of experience of supervising construction for a person holding a Diploma or its equivalent.

Schedule 4: Listing Fees and Security Deposit for Listing with the Corporation as Persons on Record
