This depends on the connection between the 2 blocks with the central core.
If there is expansion joint provided between the elements at upper level, but are joined in the basement, the it has to be analysed as towers connected by a podium. If the joint is provided throughout, then these need to be analysed separately without any interaction, with adequate expansion gap.
If you have 2 towers connected through the staircase and lift (without expansion joint), then it need to be analysed as a single structure with 2 separate diaphragms.
