I Agree with yogesh Sir... there should be some minimum limit as we cannot 100% exactly model a structure..yogesh sir has already listed the difficulties in modelling...
Also The Time Period stipulated by code is based upon tests by Dr Chopra ( this i read in IC sir's post in the forum)... Off course not valid for irregular structures...

Thanks Meer,
Many times I saw the industrial buildings with time period 2 to 3 seconds, hence base shear use to be as low as 2 to 3 % and sometimes even less than this. Same may be the case with tall buildings.
Hence, I feel that code should direct to minimum percentage of base shear which should be considered for design.
