Necessarily funding for Rehab has to come from Govt or International agencies like World Bank, etc. and it is most unlikely a builder of that structure would be involved in the Rehab work.
I am aware of a case history of Rehab of Elevared Water tanks in Delhi. Even though the original structures were built by Govt agencies like DDA, etc., no data was forthcoming. The tender required the agency wishing to Rehab to determine reinforcement existing in columns & braces as well as foundation details by non-destructive methods.
I doubt, therefore, very little data would be forthcoming from private builders. There is then the vexed problems of legal matter.
Even where Rehab is not involved, but for some research study we are carrying out on dynamic behaviour, I find it almost impossible to get any data from builder/engineer except some of them permit us to measure the size of columns and beams. It is very difficult to get information on the foundation or the mix of concrete. The question of getting reinforcement details is next to impossible. Is any builder/engineer volunteering to help us to provide data for research work at Hyderabad
The draft code is well written based on International practices.
It will be a good idea for this econf to debate the points I have raised for implementation of rehab
