Out of the two images attached which one is the correct rebar arrangement in pier cap.The pier cap has been analyzed as a rectangular section & the offset part of 300 mm is neglected.

Pier cap is a cantilever structure in both directions emerging from RCC piers,, the continuity reinf bars is a must across piers , , it must also be checked as CORBEL especially in short direction and horzontal stirrups needs to be provided along with verticsl stps ,,
Some Bridge expert may give better feedback, |
